During my time as Secretary of the China Academy of Environmental Sciences, I felt that the work of the Environmental Engineering Evaluation Center of the Ministry of Environmental Protection (hereinafter referred to as the “Assessment Center”) was very important. It is a technical support unit for the government management department to review construction projects. .

 

Environmental management of construction projects refers to the activities of the state to prevent or reduce the adverse impacts of development and construction projects on the environment. The use of various means to supervise and manage development and construction activities is an important part of national environmental management. Therefore, through research, I hope that we can strengthen the construction of the evaluation center and make the evaluation center bigger and stronger. From a divisional unit of the former Academy of Environmental Sciences, it will become a directly affiliated institution of the Ministry of Environmental Protection, adding personnel and strengthening functions.

 

However, when it was proposed to separate the assessment center from the Academy of Environmental Sciences, there were also some different opinions. The environmental protection started relatively late and the technical strength was not very strong. The assessment center stored some technical strength. If the unit was divided, it would be equal to The separation of technical forces from the Academy of Environmental Sciences will weaken the original technical strength of the Academy.

 

The proposal to separate the assessment center was approved by the party group of the Ministry of Environmental Protection, and an independent environmental engineering assessment center of the Ministry of Environmental Protection was established. Facts have proved that after the independence of the evaluation center, it became the technical support unit for environmental management of the construction project of the Ministry of Environmental Protection, and played a greater role in the environmental management of construction projects.

 

I believe that the evaluation center is a technical support unit for the administrative management of the Ministry of Environmental Protection. Some of its management requirements reflect the requirements of national environmental laws, regulations and policies.

 

In the past 20 years, the assessment center has reflected some requirements of environmental protection laws, regulations and policies in the review of environmental management of construction projects. The pollution that has already been generated can only be spent on treatment. However, it is very important that the new project must be constructed and managed in accordance with national laws, regulations and policies, and it is not possible to generate new pollution and prevent the environment from adding a new burden.

 

I hope that in the future development, the evaluation center will be able to give full play to its own advantages and fully reflect the environmental laws and regulations and policy standards of the Ministry of Environmental Protection in the environmental management of construction projects, and truly control the pollution of new projects. It plays an important role in reducing environmental pollution pressure, reducing existing pollutant emissions, and improving the environment.
