A few days ago, the reporter learned from the Municipal Housing Construction Committee that "Several Opinions on Accelerating the Development of Green Buildings in the City" has been introduced and will be implemented on August 22 this year. Among them, starting this year, the newly-established office buildings and large-scale public buildings with a single building area of over 20,000 square meters need to fully implement the green building standards, and set up energy metering systems and access to the city building energy consumption monitoring platform. Real estate development companies are also encouraged to build green residential communities.
This opinion emphasizes that since 2014, the newly-established government investment and financing buildings, affordable housing projects, and large public buildings of 20,000 square meters have fully implemented green building standards. Government investment and financing projects, including institutions, schools, hospitals, museums, science and technology museums, etc.; large public buildings, including airports, stations, hotels, restaurants, shopping malls, office buildings, etc.
According to the target, by the end of the “Twelfth Five-Year Plan”, the city will implement 10 million square meters of green buildings and complete 1 million square meters of energy-saving renovation of existing high-energy buildings.
In addition to the energy-saving requirements of the new project, the existing buildings will also carry out energy-saving renovation. According to the opinion, pilot demonstrations of energy-saving renovation of existing buildings will be carried out to explore transformation models and technical routes. In addition, it is necessary to focus on large-scale public buildings, office buildings and hospital buildings, and take solar water heating renovation in hotels and schools as a pilot to guide social funds into the field of building energy conservation.
The government's investment and financing projects such as affordable housing projects and residential industrialization pilot projects will be gradually implemented. Encourage the construction of new homes in one-time decoration or menu-style decoration, and promote the integration of individualized decoration and industrial decoration. Combined with the development and application of residential industrialization and green energy-saving technologies, we will create a number of high-end factor gathering platforms and industrialization bases.
In addition, through the establishment of special funds for finance, green buildings and energy-saving renovation of existing buildings will be supported in batches in batches. It will also formulate guidelines for lowering the pre-sale threshold for green buildings, and encourage local governments to carry out pilot projects such as green floor area rate awards and supporting fee reductions.
